On 28 May 2025, Azerbaijan will mark the 107th anniversary of its first declaration of independence. This momentous occasion is a reminder of Azerbaijan’s splendid path to independence and a right moment to reflect on our achievements and future vision.

Azerbaijan’s first independence was declared on 28 May 1918, with the formation of the Azerbaijan Democratic Republic (ADR). The first parliamentary democracy in the Muslim East, the ADR laid the foundation for the modern state, championing a commitment to sovereignty, secularity and democratic governance in the early twentieth century. Giving women the right to vote before many Western democracies was one of the most remarkable legislative acts passed by the ADR. Although the first independence was short-lived due to Soviet invasion in 1920 it paved the way for Azerbaijan’s future statehood.

Regaining its independence back in 1991, the Republic of Azerbaijan continued this progressive path by committing itself to building domestic stability and growth, contributing to regional and international peace and security, as well as promoting intercultural dialogue, multilateralism, energy security, connectivity and sustainability.

COP29 - Baku Finance Goal agreed

In November last year, more than 80 world leaders and close to 70,000 people gathered in Baku as Azerbaijan hosted COP29. While addressing the thorniest issue of all – finance – COP29 was successful in agreeing the Global Finance Goal while getting the Loss and Damage Fund up and running, and Article 6 on carbon markets operationalised among many other achievements. It was yet another triumphant moment for Azerbaijani diplomacy, as well as another vivid example of Azerbaijan’s dedication to international cooperation and multilateralism. I take this opportunity to express my gratitude to Diplomat magazine and our fellow colleagues from the diplomatic community in London for recognising Azerbaijan’s climate diplomacy by presenting me with the 2025 ‘Contribution to Climate Diplomacy’ award at the IHG Diplomat of the Year awards ceremony in April.

Azerbaijan plays a significant role in global energy security proving itself to be a reliable and honest energy partner for Europe. Located at the crossroads of East and West and North and South, my country also plays a crucial role in regional connectivity. Azerbaijan has invested heavily in infrastructure, including transportation networks, airports, and seaports, which has also strengthened the Trans-Caspian International Transport Route (or Middle Corridor, as it is otherwise known).

Having chaired the Non-Aligned Movement in 2019-23 Azerbaijan is a staunch supporter of the global south as well as Small Island Developing States (SIDS). Last year my country teamed up with the Commonwealth Secretariat to support the climate action in the SIDS of the Commonwealth.

As a meeting point of civilisations, cultures, and religions, Azerbaijan is an excellent example of interreligious and intercultural peaceful co-existence.

Having made significant diplomatic strides over the years, Azerbaijan follows the spirit of good-neighbourliness, mutually beneficial cooperation and partnership in its diplomatic relations. Following the restoration of full sovereignty and territorial integrity over its internationally recognised territories, Azerbaijan is currently involved in the normalisation process with neighbouring Armenia.

When it comes to Azerbaijan’s diplomatic ties, the UK stands out as a key strategic partner and reliable friend. Last year saw a particular boost to bilateral relations as Azerbaijani President Ilham Aliyev visited the UK for the fourth summit of the European Political Community in July, while UK Prime Minister Keir Starmer visited Azerbaijan to take part at the COP29 Leaders' Summit, being the first Prime Minister in office visiting Azerbaijan. As London hosted seventh meeting of Azerbaijan-UK Intergovernmental Commission on 30 April, the UK remains Azerbaijan’s largest foreign investor, with over US$37 billion invested to date. This year promises to be another exciting time for bilateral relations as we expect many mutual visits and close political and economic engagements over the coming months.

Azerbaijan’s journey of independence has been one of determination, resilience and progress. Looking to the future we remain committed to building a prosperous and peaceful society inside while advancing international cooperation.
